The Capital Expenditures Planning Committee (CEPC) is established under Section 6-6 of the Town Charter. The Capital Improvement Program is developed by the Town Manager and based on material prepared by the Capital Expenditures Planning Committee, including:
A clear, concise general summary of its contents;
A list of the capital improvements proposed to be undertaken during the next ensuing 5 years with supporting information as to the need for each such capital improvement; and
The cost estimates, methods of financing and recommended time schedules for each improvement.
