This inventory identifies existing properties within
Westborough that are protected from development in perpetuity, as well as
identify properties already serving a recreational or open space function. Also identified are vulnerable undeveloped
land with the potential to serve both active and passive recreational
interests, and open space areas in abutting Towns that may serve as links from
Westborough's open space.
The inventory was compiled usingthe 1996 Open Space
and Recreation Plan and assessors data.
These properties were divided into ten descriptive categories. Tables were set up to describe these
individual parcels and to provide an inventory map key to locate the general
area of the parcel(s). The graphic
results of these tables are shown on the Open Space Inventory Map.
A summary of the inventory showing total acres per
land category and the percentage of Town it occupies is shown in following
table. A description of the ten land
categories and the inventory lists follows this table. Note: 1996 totals were adjusted from the
previous plan to account for errors and changes in the criteria for land of
interest.

Protected State Land
This is land owned by the
Commonwealth of Massachusetts, in Westborough the land is owned by the
Metropolitan District Commission (MDC), the Department of Environmental
Management (DEM) and the Division of Fisheries and Wildlife (DFW). The property would need an act of the state
legislature to change its protection at this time. The town should remember that the MDC did own the property where
the Downtown Crossing Shopping Mall is located, and that at one point the state
was trying to sell the most of its land north of route 9 for an amusement park.

Town Land
These town owned parcels may be used for one
of three uses owns this land: conservation, wells, or cemetery. All of these properties are bound by state
regulations.
Protected
Non-profit Land Trust Land
These
properties are owned by four local land trusts from the area. The protection on this land is for the most
part just the ownership by the land trust; a change in focus of the trust or
financial difficulties could lead to this land being sold and no longer
protected. Note: in some cases land
that is targeted for the land trust but not yet transferred is listed here.
Protected Private Land
This category consists of land
owned by homeowners associations. The
protection here is an agreement with the town.
The problem with this land is that the homeowner associations can become
inactive, and there is no practical way to monitor conditions of the property.

Agricultural Protection
Restriction (APR) is land where the development rights are held by the state or
jointly by the state and the town.
Chapter 61 Land
Chapter 61 lands are not
really protected; they are property with reduced taxes in exchange for the town
having the first right of refusal for buying the parcel.
Town
Recreation Land
These parcels
are either schools or town recreation parcels.
There is no protection on most of these properties and the town could
develop or sell them at anytime. Other
communities are looking at conservation restrictions on their recreation land
to protect them from the pressure of development when a municipal building is
needed.
Private Recreation Land
This consists of several
commercial recreation facilities and a couple of homeowner’s association
facilities.
Unprotected State Land of
Interest
The state is by far the
largest landowner in town. While most
of the state land that is open space is protected, there are two major pieces
that are not: the Tufts Land off Route 30 near Grafton and the Westborough
State Hospital Land.

The town owns a number of
parcels that are open and have potential for open space and recreation.

Interest
This
category consists of parcels that have potential for recreational or open space
for the town. In particular parcels
adjacent to protected open space, large tracts of land, and parcels that offer
links between open space or links to adjoining towns are listed. Unlike previous reports properties with
dwellings on them were considered if there was significant undeveloped land in
the parcel.
